Please why this works?

Can you guys explain to me the reason why a ball pen or any other things is rubbed in jeans it can attract piece of papers?

What you are describing is static force, generated by static electricity.

Not all materials can hold or generate static electricity.  It is generated by materials that can sheer a electron charge onto a material, and the material has to be insulating enough to keep the charge placed upon it by the friction of rubbing against things.  Due to the electrons being of negative nature, it holds a overall charge that attracts other particles.
