Pokemon leaf green? Cerulean cave?

In pokemon leaf green which is the new game with the original 150, how do u get into cerulean cave? the guy says "you would of had to beat elite four and make a great accomplishment" wats the acomplishment? i beat elite four and still arent allowed in. do i have to catch like 60 pokemon or something?

Go to mt.ember, you need strength to move boulders where the rockets were then you get the ruby then give it celio he'll give the rainbow pass. then you go to the dotted hole some guy blocking it to do it solve the tanoby key he'll move, for this you'll need strength. then use CUT on the braille solve the holes there you'll find sapphire the guy who was blocking it will take it try to sell to team rocket he'll tell you the 2nd password for team rockets warehouse on 5 island. then beat the admin head up the scientist will be there after you beat him he'll give you the sapphire, head back to 1 island talk to Celio head to cerulean city then the guy that said 'for starters you have to be pokemon champion and have made a great acheivement' will be gone. sorry it's so long!!
