Question about C02 levels part 1?

I have read that C02 is 0.038% of the worlds atmosphere... The way I see it , if the C02 get's higher the world will get warmer and if it get's too low the world will be very cold ... Is that correct? OR are "C02 green gases" causing the warming ...

Warmer is the problem, because of excess CO2 made by man.  It is essentially impossible to make it too cold by reducing our emissions, nature will take care of that.  More detail:

Some gases ("greenhouse gases") let sunlight in, which warms the Earth, and then block that heat from leaving. That's the "greenhouse effect", and it's a natural thing, mostly caused by water vapor.

Man is making excessive amounts of greenhouse gases, mostly by burning fossil fuels. That causes the delicate natural balance to go out of whack and the Earth warms. That's global warming.

It won't be a Hollywood style disaster. Gradually coastal areas will flood and agriculture will be damaged. But it will be very bad. Rich countries will cope, but it will take huge amounts of money. In poor countries many people will die of starvation, but not all of them.

Most scientists say, in 20-50 years. But we need to start right now to fix it, fixing it will take even longer than that.

CO2 is one of many factors and it's a minor factor compared to natural causes like solar variations and the warming of the sea by submarine volcanic emissions. Anybody who tells you that global warming is mainly caused by humans is giving you political spin, not science.

New York used to be buried under a mile of ice. Why did that ice melt? Global warming. It happened long before humans were spewing lots of CO2.

Do you know that the global climate was warmer in the Medieval period than it is now? Yet that isn't blamed on human activity. Mars is warming but that's not blamed on human activity. But now suddenly every storm or drought on earth is caused by human generated CO2. This is United Nations political codswallop.
