I heard on the news that North Korea is starting to let people come visit. Does this mean that they are softing up or just an act to fool people?

they are extremley lack of money now.

Thousands of people are dying of starvation.

so they want to do anything that can make money.

of course, it is the way to make money.

even S Korean people able to vist north now and they made N Korean people moved to non-tourist spot.

Yeah, I don't know really. I mean, on Yahoo! News, an American reporter was being given a tour of a nuclear power plant in Pyongyang (North Korea's capital) by North Koreans. He had a camera crew and everything.

I was like... is he allowed to be there? It was weird. He wasn't even "undercover" or anything.
