Yes, your child needs to be secured into a car seat and that car seat needs to be secured into the car.

as long as that model can be used that way and you fallow the manufactures instructions to secure it correctly (can usually be found on their website) are fallowed.

You dont have to use the base. Just use the regular seat belt and put the car seat rear facing.

NO it is not illegal, all seats with bases are equiped to be used without base as well. The base is more of a matter of easy in and out, but u can safely use it without the base.

It depends really, my sons car seat was made where you have to have the base to use it, theres nowhere on the actual seat itself to hook the seat belt... but some seats are made where you can still use the seat belt... I would say its illegal if the seat it made where is has to be used with a base, but if the seat has a spot for the seat belt then you dont need to use the base... of course I always used mine because they make everything alot easier!

no, it's not illegal, the base makes it a little more secure, but they put the places for the seatbelt on the carseat for a reason.

not in NY you just have to make sure its strapped in right...its a pain though because you have to re-strap it every time you put your baby in the car...you can buy a base separate from a car seat at most baby stores like babies r us...and this way you can take the seat in and out of the car with ease!

An infants car seat should come with instructions in the manual...ours could be used with the base or using a lap and shoulder belt.

with the infant seats, you don't have to use the base. You can set it in backwards and use according to manufacturers instructions.

No, it is not illegal. Some infant carseats can be installed in the car just using the seatbelts, not the base. The base just makes it more convenient to snap them in and out of.

Graco can be installed either way.
