Question about corset garters?

Can you buy garters and hook it to any top and to any stockings/panty hose?

or you have to buy a corset with garters already on it?

It depends on the garment. Some garters or suspenders are stitched into the garment and obviously can't be removed. Others are made removable. These have a little loop of fabric sown into the bottom of the garment which the hook of the garter attaches to. This system is similar to the removable straps used on bras.

As an aside:

A garter is any device that is used to hold up stockings, most commonly a strap from a suspender belt (suspenders). Historically, stockings were held up by a garter belt, a tight band of fabric that was put over the top of stockings to hold them up. This is rarely used these days except for traditional reasons at weddings.

Pantyhose don't use garters as they pull up over the waist. Stockings are separate for each leg and need a system to hold them up ie a garter or garter belt or now more commonly a silicon adhesive to grip to the leg on the inside of the top of the stocking (called stay ups).

The suspenders which are the part that attach to the stockings, are usually already sewn into the corsets or garter belts. But you can also buy the detachable kind.
