Question about origin of last name?

when i went to the netherlands with my friend a guy at the passport control asked her if she is dutch when he saw her last name on the passport. her grandfather is from the netherlands but when she told him what the passport guy said he said that he thought that the last name was german. her last name is kramer. is kramer a german or dutch name?
