Can a German citizen enter the U.S. as a visitor through the Visa Waiver Program if they've ever been commited of a crime? (Nothing big: destruction of property and theft/shoplifting...2005 and 2006)

Shoplifting here is a felony and many people has been deported for that same reason.

Check with the US Embassy in Germany, they may ask for a police record...

Well, shoplifting would be considered a crime of moral turpitude and the destruction of property may be as well depending on the circumstances. If you attempted to preregister through the new ESTA program you wouldn't be allowed to board. You should apply directly for a visa to see if you are eligible even for a visa. 2 convictions for crimes of moral turpitude would make you ineligible even for a tourist visa.

No, people may not travel under the VWP ever again (for the rest of their lives) if they've been arrested or convicted for any offense or crime. You'll need a visa no matter what.
