I think you have to earn more points to achieve higher "levels" before you'll be able to click on the thumbs up or down buttons.

Level / points table

   1. 1–249

   2. 250–999

   3. 1,000–2,499

   4. 2,500–4,999

   5. 5,000–9,999

   6. 10,000–24,999

   7. 25,000+
