Questions on playing phase 10?

alright i understand that the dealer deals 10 cards and then u have a discard pile. Then each player tries to complete phase 1. When a player goes out u take score, what happens to the players that dont complete the phase. and what do they mean after completing phase one you try to complete the next phase.

the players that dont complete phase 1 remains on phase one.. only the player or players that finish thier phase goes on to next one.
