Railroad groundwire connection?

Anybody know the best way to connect a railroad rail to a groundwire? This is for a rail extension to a coal burning power plant with coal delivered by rail.

  1. Redundant ground rods.


  2. this is not a groundwire but a signal wire to tell the exact location of all rail traffic to raise & lower crossing gates. It is connected to the rail with a small charge of thermit. the same material used to weld rail into ribbon rail
