  1. Early railways date back around 500 years when miners pushed wagons along primitive wooden tracks.

    In Britain the first railways with iron rails appeared around the beginning of the 18th century and used horse power. The first steam locomotive was built and operated at Pen-y-Darren in Wales in 1804 by Richard Trevithick and the first public, passenger-carrying railway was the Stockton & Darlington in north-east England, built by George Stephenson.

    The first railway in the USA was the Baltimore & Ohio Railroad, opened in 1828.

    By the time of the American Civil War, the railroads had been developed extensively and were vital to both sides for moving troops and equipment. This was the era of the classic, wood-burning 'American' 4-4-0 locomotive with its bucket-shaped spark arrester smokestack, pilot ('cowcatcher') attached to the front and enormous headlight. Legends still abound about trains being captured by one side or the other.

  3. No one.    Railroads were never discovered,   they were envisioned and built by mankind.

    You cannot discover a railroad anymore than you can discover a brother or sister.    You can find them,  locate them,   lose them,   but knowledge of their existence is rarely ever a discovery.
