Railway is not private ?

All the transport in india, for example , road transport, air transport , and ships too are private, mean any person can start this transport but only railway is not a private concern. can u tell me why ?

The reason most of India's extensive rail system is government owned is because much of it was designed and built under the British while India was still a colony.  When it gained independence, the Indian government gained possession of everything the British government used to own.
