You have powerful moves, but you have mostly water types.  If you're aiming for that okay, but you'll get creamed by electric and grass types.  With bronzong having a move to confuse and a move to sleep is pretty pointless.  I suggest geting rid of confuse ray because you have dream eater.  Kabutops it good, but don't rely on X-scissor to get rid of grass types.  They have a tendency to be faster than others.  Starmie is great.  I can't think of a downside to that.  Umbreon is absolutely useless other than wish.  The only thing that he could do is annoy the opponent into forfeiting.    Kingdra's fine.  I'd recomend using your toxicroak instead of umbreon.

Everything seems perfect. I would only suggest finding another starter. This is because you already have two poison types with Toxicroak, and because Qwilfish is sort of fragile. Maybe try Bronzong as your starter. This is because many people assume that it doesn't carry Rain Dance. Maybe try to get a bulky Ludicolo with Rain Dish and Leech Seed to replace Qwilfish. Or, you can go electric since Thunder goes will with Rain Dance.
