Re-engage clutch Necchi 3205FA?

Question

After winding the bobbin on my brand new machine for the first time, when I go to sew, the hand wheel clutch spins but the stop clutch k**b doesn't. I've played with all the tensions and tightened the stop clutch k**b until I have blisters. Nothing. It's like the clutch doesn't re-engage.
