Is it late to ask for debt validation in respond to an arbitration claim I received?

I don't know if it's too late because you don't mention any time frames.

Always ask for debt validation.  Financial institutions commonly sell debt, even that discharged at bankruptcy, to collection agencies regardless of the legality of doing so.

If the debt is seven or more years old, or it was discharged by bankruptcy, it is uncollectable.
