Refrigerator temp

My Kenmore top freezer is cold in the freezer compartment but not cooling well on the bottom. I have set the controls to C for the freezer and 7 for the fridge. Any suggestions? Also I now it has a freon leak. Is this worth fixing or should I replace the unit. It is 15 yrs old. Thanks
