Reporting someone to child services?

I recently moved to central NY and the lady that lives in the apt. above us is horrible to her children. She will scream at them for 5-6 hours at a time using the F word constantly. She drinks heavily and I would guess has some other vices as well. The kids will be up sometimes all night running around. Sometimes we will see them standing on the window ledges inside of their house throwing themselves against the glass. Child services has been contacted twice in the past month. Nothing has been done.They come and speak w/ her but nothing has changed. She is on welfare so she doesn't work and is constantly home w/ the kids. They range in age from 7years old down to about 6 monthes. There are 4 kids. She screams at them and swears at them so loud we can clearly hear her downstairs. We reported her once to child services and another neighbor reported her the other time. We have also had to call the police on her several time for drinking parties and once because her and her exboyfriend were beating each other up upstairs. What else should we do?

  1. Maybe shoot her in the head and do us all a favor!!!!!! Sarcasm!!!!


  2. continue to make reports. eventually if there is a law she is breaking then it will happen

    many states don't have a law against verbal or emotional abuse because it is so hard to prove.  

  3. Invite child services to your home during one of her so called episodes.

    Maybe make a recording of it if possible , but nothing should be better then a child welfare person witnessing abuse themselves. If that don't hold ground try your local news stations or newspapers. more public response you get towards the system the better. If only the bottom answer was legal :P

  4. You can report her to Child Welfare services. You can remain anonymous. That way there will be no conflict between you and your neighbor. In addition, you can call the authorities if you think she is getting violent and it is unsafe for the children to be in the home. You can also call 2-1-1 from a land line and ask if there are more agencies, you might be able to contact. You might want to contact you property owner and let him know about the noise level...   5. This is evidence of a system that does not work.  CPS probably has not seen any child abuse or mistreatment of the children.  Just keep monitoring it and call the police every time you witness it.  Those children need someone on their side.

  6. Keep reporting them or contact the police directly when something is actually happening. the problem is, when they show up, they aren't finding anything incriminating....so call the police directly WHEN she is in full scream or party mode.  

  7. The sad thing is if they have housing, are being fed, and no signs of physical abuse the state is likely to do nothing.
