No.  You have to understand that ALL restaurants in Manhattan have bugs and vermin.  Employees are just required to clean up their droppings, etc.  if the DOH finds traces of this anywhere in the kitchen, it is a whopping violation.

The vast majority of DOH violations are for silly things - since most of the inspectors are looking for bribes from the owners anyway.
