Sata vs ide

Question

I have a IDE hard drive and a SATA hard drive. I want my SATA hd to be my primary drive and the IDE as storage. Does the SATA hd need a jumper? or the IDE? When I get to the bios screen it tells me to boot from a cd then when I boot from the XP pro CD it ask me which drive. I pick a drive then it looks like it is installing but then it restarts.
