    Find the difference between the wet bulb reading and the dry bulb reading.  In your example that difference is 2 degrees Celsius.  Then use the table at

    2) 80%      its easy subtract 16 - 14 = 2 then you leave 16 and look at 2. Under it the relative humidity is 80. This is in the earth science reference table
