  1. Air moves from areas of high pressure to areas of low pressure.  Winds are formed by the differential in atmospheric pressure and differential in surface and air temperatures.

Prevailing winds are arranged around the globe in a series of belts.  In the US systems generally move from the west to the East as systems are carried by the Upper jet stream which moves across the US in a West to East fashion.

  2. There are upper-air winds called the "jet stream" which move weather masses from west-to-east in the northern hemisphere and from east-to-west in the southern hemisphere.  The jet stream isn't a steady line, however.  There are troughs where there is a highly active weather pattern and a ridge where there is a stable weather pattern.

For example, if the Rocky Mountain west is seeing bad weather and the east coast is seeing bad weather while the midwest/plains are seeing great weather, there would likely be troughs over the Rocky Mountains and the east coast with a ridge over the midwest/plains.  It tends to look like a bell-shaped curve.

    I hope this helps!
