Can someone tell me how this works? Is it legitimate? How do you become one?

It really is not legitimate and it doesnt pay. They are created by cheap people who want to steal your money. You should stay away from them as much as possible.

Legitimate secret shopping sites do not charge you to become a secret shopper.  They pay you to shop for them.
