help me out...please tell me if it is illeagal to spank a 15 year old girl in front of her friends and then insult her like anything?

can i call the cops for this?

Not illegal.  Do not call the cops.  It is always a parental right to spank the child until age 18.  The sole exception is if it becomes abusive.
