Settlement Checks and 1099s?

Question

If Attorney A makes the entire settlement check payable to Attorney B. Can attorney A then make out a 1099 to Attorney B's client for the entire settlement amount?

Does Attorney A have to make out a 1099 for Attorney B as well?

A files a 1099MISC for the full settlement to B's Client.  The client issues a 1099MISC to Attorney B for the fees agreed to and most likely deducted from the check the Client got.
