Sims 2 expert advice needed?

i have sims 2 but i wont let me use the building tools for eg decorating, carpets and so on. This has happened before but when i re installed it it worked fine. i have tried to re install it on many occasions and it wont work can anyone plz help

  1. Are you on the dorm lots in university? If not, Id go to the sims 2 website and go to the technical help forum.
