Sleeves for a cocktail dresS!?!?

someone told me you have to have sleeves on your cocktail dress, so like it couldnt be spagetthi straps or strapless. so is it true you have to have sleeves?

sleeves are not required for formal night dresses.

formal night is the night they want you to take pics. with the captain so that is why they have it .you can wear what you want as long as it is not jeans and a tee shirt. if you feel funny bring with you a wrap of some type  only because someimes you maybe cold. if i was able to take s**y pics. of me in my nightie on ncl. than they should allow you to wear any type of dress you want as long as you are not showing it all.

What is the occasion?  Where is it?  

I've had many sleeveless cocktail dresses.. Never heard a cocktail dress has to have sleeves.  

Maybe it has more to do with what or where the celebration is.
