Solution for this problem?

Question

What solutions are there for Ammonia and other chemicals from fertilizer that flows into the Florida Keys, that disrupts the cycle? What can we do too stop this problem? And how would it effect it, and help?

Encourage your neighbors to use fully composted manure instead of  fertilizers.  Florida has the perfect climate to do this.
