  5. I'm not sure what you mean by undertake, but as for the remaining questions, it depends on the individual State.

    In NY, where I live and work:

    Motorcyclists must wear DOT approved helmets and drivers must use their seatbelts as must front seat passengers, rear seat passengers only if they're under the age of 16.

    Some...not all states have motorcycle helmet laws...various by states.

    Almost all states have strict seatbelt laws.

  8. It varies by state. I know in Colorado that you have to wear your helmet, and if the police pull you over and your not wearing a seatbelt, then thats a ticket for you.

  10. It is generally not legal to undertake or pass on the right. Motorcyclists wearing helmets laws change from state to state - some do, some don't. Most states you do. Same for seat belts, although I don't know of any states that don't have that law.

    Most of our traffic laws are set at the state level. The only one I know of that is at the national level is the maximum speed allowable on interstate highways - and the states can make the speed LOWER than the max, but not higher.
