Some serious advice here please?

Question

Ok first of all I'm 23 and I'm in love with a friend of mine of 4 years. We've shown each other signs of interests. We're both Christians and virgins. He's 28. Two years ago we almost kissed a week after I kissed him on the cheek(His eyes turned black, his face was beet red and he had an enormous smile on his face). When he was about to kiss me he just lingered there for several seconds before pulling away. I froze and spaced out a little because I was scared he was gonna go through with it. That night I called to apologize and he said he doesn't like kisses. He's lying right? Well after that he left two years ago for a mission and now he's back. He's leaving again next year.

Ok I need some help here. I don't want to scare him away(it's hard to) but I want him to know that he's still special to me and always will be and if he wants to pursue me sometime in the future I'm available for him. How do I let him know? When? Right before he leaves or as soon as possible? What do I do to him while I tell him? What do I say?

I don't want to not say anything and him coming back with another woman because he thought I wasn't interested.

if he likes you too he wont be scared
