would it be better to put the string hole inserts at 12 and 6 and the port inserts at 3 and 9 or vice versa? or should i stick to one set only?

i think you have to experience for yourself to see which combination suits you better. the O-port grommets will give you more lively feel of the strings, while string hole grommets will give you more dampened feel and slightly (you might not notice it) reduce sweetspot of your stringbed. your combination might results as slightly stiffer feel on your mains, and more flexible on your crosses, assuming you use two sets of strings with same tension.

depend what you want to do. If you want more control and less you should  put the hole inserts to make the sweet spot smaller, and if you want less control and more power in your racket you should put the hole inserts to make the sweet spot bigger.
