A split plot is designed to give some information on more than one factor when the completely randomized block design won't work.  For example if you want information on yields of 10 varieties of soybeans under irrigated and non-irrigated conditions.  It is not possible to use irrigation in random blocks, so you use irrigation and non irrigation as your split plots and randomize your 10 varieties within each split plot.  You get better information on your varieties and less information on the effects of irrigation.  You do get enough information on irrigation to make your experimentation worth while, you also get some information on the interaction between your varieties and the effects of irrigation.
