please tell me the best website to look at if i was wanting to view waves overseas through surf cams.

The best site I've found for worldwide surf-spot info is wannasurf:

http://www.wannasurf.com

They have great coverage, and if there is a cam at the spot you're looking for, the url for the cam should be on the surf spot's wannasurf page. Also, local surf-cam operators often post their site addresses

There's also surfline, but that's pretty focused on the US.
