What I heard on the news was that it is actually a live feed camera..what your seeing is in real time and magnified, but your not actually looking straight through to them.

It is a simulation. Go to Wiki and do a search on "teletroscope" and find this: From May-June 2008, artist Paul St George will exhibit two outdoor interactive video installations linking London and New York City in a simulated "telectroscope". Although St George claims that the device works using a transatlantic tunnel started by his great-grandfather, it is actually the product of two high definition cameras connected through a fiberoptic link.[12][13]

I just love it when someone sees something on TV news and thinks that makes it true.
