Terrorist causes can not be ruled out, there is no low that they won't sink to to cause devastation to a country with religious differences than their own.  Taking the lives of innocent people seems to be their first choice, but delivering a crippling blow to a nations economy is well within their goals. In the recent  outbreaks of Foot and Mouth disease I would guess it is not

terrorism.  Like others have said, it has happened before, but one can never be too careful regarding terrorist activities.

I believe that terrorists prefer methods that require more blood, bombs and violence, rather than thinking of these tactical kind of approaches. They usually want to make an impression emotionally rather than destroy a nation physically. Like 9/11: they could have done much more damage in killing people if they tried, but they succeeded in making a lasting impression of horror - and terror - in the minds of everyone.

If these kind of tactics (foot and mouth and water resources) were the work of terrorists, it would have to be a more patient, smarter and complete new breed of terrorist. I think they prefer sticking with the old 'blowing up buildings and cars and busses and metros' instead.

Basically none. Sadly Britain has had this problem in the past and there is not a real reason it should scare anyone. FMD has been eradicated in most of the developed world and there is no reason that Britain should not be able to control the recent outbreak quickly and efficiently. Besides we know they had a problem with it like 6-7 years ago.
