Testicles- Hair on outside?

Okay I have hair on the outside of my balls like most guys do. But where each hair is there is a light little bump and it raises with the hair is you pull one SO there are many of them . This is normal right (the light dots)?

There called hair follicles. Pull the hair on you arm. It will do the same thing.
