no way, they are a government-ran agency and cannot take money from either you or your ex.

Not officially, but in my experience(or rather that of a friend) they will take say £50 per week from the father and you may only get £40. After learning this, some of the dads prefer to pay directly, the smaller amount as it saves them money!! Skinflints....
