If the Soviet Union had not collasped and once the concept of gobal warming became more publicly accepted do you think they woud have delveloped renewable energy befor the U.S.?

No. Their economy was teetering on the brink of collapse before the US forced them to collapse by dramatically increasing its own defense spending. Solutions to global warming are expensive.

Russia barely has enough money to fund their military and ICBM's. What makes you think that they can fund research to create such a scientific breakthrough. Their private sector is laughable...so the solution wont come to play there. If this kind of technology is to be discovered and easily applied, I can assure you it will be done by a private company. I can't think of one thing government has done to change the world, and Russia has a whole lot of government.
