There's an owl hooting outside?

...and it's 6:46 pm, and it won't be dark until almost 9 pm. Aren't owls nocturnal?

owls sometimes come out at dusk...I have woods in my backyard and I can sometimes hear them in the early morning too.

Owls can come out at any time of the day or night, although hunting at night maximizes their chances of a kill since they are supremely adapted for the night. Owls can see just as well during the day as they can at night.

could be a morning dove, they make a soft "hoo" sound which they repeat several times

Occasionally owls hoot in the middle of the day. Especially on cool rainy days or overcast days.. When mating season comes around the great horned owl just cannot wait until dark to start calling. They may call and may even move if disturbed but they do not usually hunt until dusk.
