Three way calling with Cogeco?

I'm trying to three way call and I keep getting the busy tone from the line. Idk why ? Any suggestions? (And no the phone is not off the hook for the person we are trying to conference in)

It's a fast busy signal you're getting.  This is because Cogeco Digital Phone doesn't have/support 3-way calling at this time.  According to their FAQ, they plan on launching this feature along with *69 and others in the future.
