  1. Clogged pilot jet in the carburetor.

The jet's opening is as small as a pin hole and easy to get clogged with bad gas.

Remove the carb, open the float bowl, remove the pilot jet (long and thin).

Hold it up to the light, you should be able to see through it.

  2. gas, air, spark, compression ... that's whats required ... but the spark has to be at the correct time of the cycle to run properly.

a fresh properly gapped spark plug first thing... you may be seeing spark but if the porclein might be cracked, it might ground to the jug instead of giving proper or adequate spark.  simple & cheap first item to look at.

running compression check would be a good idea but you stated you recently replaced piston, rings & jug.  makes me wonder if the timing is off???   you should be able to pull the ignition side cover off to where you can see the points, then rotate the engine to find Top Dead Center on the compression stroke... the points should just be opening upon acheiving TDC...

I would highly recommend a shop manual even as simple as a CT70 is ...

  3. i would double check your cam timing.
