Train in downtown San Diego?

I just moved to Mission Hills near Downtown San Diego and I am constantly being awakened by the train that goes through the city. I don't know why it blares its horn at every crossing. I know they have those arms that come down to signify when a train is coming. Seriously, this happens at all hours of the night. Does anyone know why the train blows its horn? Is there someone I can talk to about this?

Paul gave you a terrific answer, and just to clarify, the law isn't a San Diego law, but a FEDERAL law.  Even with the signal-arm crossings there are idiots who will try to cross, so the RR has to add the horn.

I understand YOUR problem... I rented an apartment right next to the Southern Pacific / CalTrain tracks here in Northern California... but within a month or so, the rumble of the train and the horn became background noise to me and I slept right through it.

It's required by law. Two long honks, one short, and another long.

The city of Placentia, Ca. passed a local ordinance banning trains from blowing horns in the early AM hours, and I suppose they had to agree to accept responsibility for any collisions that result. (not SURE on that part)

I can NEVER figure out why people buy a new home 15 FT from an airport or train tracks and then start complaining about the noise.

You could try petitioning your city council member to do something about it.  Perhaps ban horns after a certain time at night or something.  It's a long shot, but bring it up and see what happens.
