That's a loaded question.  First, there would be a HUGE range of definitions of what is harmful to a child.  That is why the legal system is set up to examine the situation and determine whether or not the child is better off with the biological parents.  Contrary to many opinions, the legal system has to follow very strict guidelines and laws which require state agencies to do everything possible to keep families together.  However, there is great danger in keeping a child in limbo while troubled parents continue to fall short of the requirements to maintain or regain custody of the child.
