  1. A steam turbine operates by a process in which thermal energy is converted to mechanical energy. For the process to function, the first two  laws of Thermodynamics are employed directly and the third is added if you try to get the steam back and do it all over again in a cycle. That would be the Rankine Cycle of which the expansion through the turbine is only a part.
