UK College Course Feee reduction?

I am 19 and applying to go to College in September. I was told that course fee reductions are no longer supported and you have to pay them, is this true?

Because I am not working and was previously on JobSeekers Allowance, and my mum is in no financial position to help or anything.

no you only have to pay if you work or your employer pays the reduction scheme was for employers to give their employees skills and had a thing with the government so that the government paid a little subsidury towards the fees
