I HAVE A FRIEND CAME FROM FAR EAST AS A TOURIST, HE SEE HOW WONDERFUL USA , HE DO NOT WANT TO GO HOME , BUT WHAT CAN I DO TO HELP HiM TO STAY

Tourist visa holders are specifically barred from changing to another visa type without returning home.  Any attempt to remain in the US constitutes visa fraud, and he becomes subject to a $10,000 fine and being barred from re-entry.  He must return home before his tourist visa expires or he's ineligible for future visas.

Do not do anything whatsoever to help him remain or you are in big trouble -- like long-prison-sentence trouble.
