Where can I find the history of a junior player on the USTA website?

(What tournaments theyve competed in, etc.)

They changed around the website, so it's a bit harder to find, but if you go to the ranking's homepage, [on usta.com] and find the section, and age group of the player youa re looking for, you will find a list of the rankings in that age group and region. There are links on that person's name, and when you click on it, you have a full record of their matches from the time they have been in that division to the current time.
