do they chrage you if someone from outside the united state calls you ?

like if they buy i phone card to call you?

Your question doesn't make sense. Did you mean from the United States. Are you talking landline or mobile (cellphone). If you have a mobile and you are abroad, you will be charged for part of the incoming call however it was paid for. If that is not the answer you wanted you will have to re-phrase the question.
