Uruguay ranks Nº1 in South America?

Based on HDI 2007. Uruguay (36) is now the country with the highets human development in South America. Being such a samll country I believe that´s impressive how they´ve worked they´re g*y 4 places up. Argentina went down to 38th and even chile dropped to the 40th position.

Ill bet you meant WAY not g*y. However, how do you define human development?

I agree, Uruguay has been under Argentina's shadow for years. It is a very nice country to live in and it should be more publisized. Punta del Este is not all that there is in Uruguay, there is more to it.
