  1. Technically yes.  But practically, not realistically.

    You would need to be able to connect the laptop's LCD input to the output of the desktop's video card, and then still power up the laptop so the LCD panel is powered.  Generally this means taking your laptop apart and some playing around with wires and connectors to try to connect the inputs/outputs, so I don't recommend this unless you are comfortable doing that and prepared for the nullification of your laptop warranty (if it has one).  Connecting the VGA or DVI port of your laptop will not work, because the ports on your laptop are likely to be output only.
